So what did the LA Times write for added effect (emphasis added)?

The number of Palestinians killed by Israel security forces has more than tripled this year over last; including Monday’s deaths, 13 Palestinians have been killed in 2013, compared with four for the same period in 2012.

With no differentiation between combatants and civilians, a small rise from four to 13 deaths is embellished to make it sound more dramatic and negative for Israel than necessary.
