Haaretz reports that two years of secret talks between Israel and Syria resulted in a draft understanding between the two countries. See here for background info. According to Haaretz, the plan’s centerpiece is a park along Lake Kinneret covering a significant portion of the Golan Heights, which will be demilitarized. Israel would also retain water rights.
