East Jerusalem is often called Arab East Jerusalem because the majority of its residents are Palestinian, and Palestinians hope to establish their future capital there.
“East Jerusalem” isn’t a proper noun any more than “Arab East Jerusalem” or “Israeli West Jerusalem” for that matter. The BBC has a history of befuddled characterizations of the city. See here for more on the implications.
