Cruel and unusual punishment?

Well, it’s certainly unusual:

Newly recruited Palestinian security personnel are forced to lie down on hot sand under a blazing sun, as a punishment for their attempt to leave the compound where they are taking part in a training session, in Gaza City, Wednesday, July 20, 2005. The Palestinian Authority is training 5,000 new officers who will be deployed in areas that Israel will evacuate during its planned withdrawal from the Jewish settlements in the Gaza Strip later this summer.
