Ultra-Orthodox Jewish men pass through the Muslim Quarter, near Damascus gate, in the Old City of Jerusalem, Tuesday, Oct. 9, 2007. Israel confirmed Tuesday that it is building a new Palestinians-only road in the West Bank, prompting Palestinian complaints that an increasingly separate road system is meant to seal Israeli control over a chunk of the area near Jerusalem, even as the sides are trying to revive peace talks.
