Is The Observer referring to Tel Aviv in order to avoid referencing Jerusalem as Israel's capital city?

The Observer features a story on British arms sales in the Middle East. While it does not focus on Israel in the main text, it does list Israel as a client for UK arms:

Is the reference to Tel Aviv yet another in the all too familiar effort to avoid acknowledging the status of Jerusalem as Israel’s capital?

With over two decades of experience in various non-governmental organizations in the UK and Israel, Simon Plosker returned to HonestReporting in October 2022 as Editorial Director having previously been part of the organization’s management team from 2005 to 2020.
