The government of the United Kingdom recently announced its decision to designate three foreign actors as threats to national security, including two linked to the Islamic Republic of Iran.
A draft regulation would bar support for and assistance to the Iranian Revolutionary Guard Corps (IRGC) and its front organization, the Islamic Movement of Companions of the Right (IMCR), both of whom are accused of fomenting attacks against Jewish, Israeli, and Iranian opposition targets in the UK.
This is a welcome step as it has been months that the IRGC and its proxies have spread violence and terror throughout the world through a systematic campaign, with little attention paid to the connection between individual attacks that have occurred in the UK, the United States, Canada, and Europe.
The IRGC, the ideological enforcement arm of the Islamic Republic, has a long history of acting on Iran’s behalf in the international arena, including supplying arms to Iranian proxies in Iraq, Lebanon, and Yemen, and orchestrating terror attacks in Europe, North America, South America, and Asia.
2026 Attacks by Ashab Al-Yamin
In March 2026, HonestReporting called attention to the fact that there was an identifiable surge in attacks against Jewish and Israeli targets since the eruption of the war between the United States, Israel, and Iran, with a shadowy group called the Islamic Movement of Companions of the Right (also known as the Islamic Movement of Companions of the Right Hand or Harakat Ashab Al-Yamin al-Islamiyah) taking responsibility for these attacks.
Some of these attacks include an explosion at a Belgian synagogue, an explosion at an Amsterdam Jewish school, an arson attack on a Dutch synagogue, the firebombing of four ambulances belonging to a Jewish rescue service in London, and an arson attack on a vehicle in a Belgian Jewish neighborhood. The threat posed by the IMCR was raised in April 2026 when the group claimed responsibility for a stabbing attack against two Jews in London’s Golders Green neighborhood.
It is believed that this Iranian front group is recruiting criminals, financially unstable people, and youth to commit these attacks, taking advantage of vulnerability and avarice to enlist people to commit ideologically motivated violence.
The same strategy of using local people to commit attacks against Jewish and Israeli targets was also seen in North America, where Iranian recruits have targeted Canadian and American institutions.
IRGC Behind The Attacks
In May 2026, American officials arrested Mohammad Bagher Saad Dawood al-Saadi, a senior official in the Iraqi pro-Iran terrorist organization, Kataib Hezbollah, accusing him of fomenting attacks against U.S. and Israeli targets in North America in response to the war against Iran.
According to the indictment, al-Saadi was planning attacks on a New York City synagogue and two American Jewish community centers, while he was also responsible for attacks on the American consulate in Toronto as well as two Toronto-area synagogues. The United States Justice Department alleged that IMCR is a facade for Kataib Hezbollah, and now the UK has asserted that the IRGC Quds Force controlled the operation.
Other attacks on Jewish and Israeli institutions in the United States and Canada might also have been committed at the behest of the IRGC or one of its affiliated terror groups.
Recognizing the IRGC’s Threat
By designating the IRGC and IMCR as foreign actors that threaten its national the security, the UK government is taking a much-needed step in admitting that the surge in attacks against Jewish and Israeli targets that has occurred since the war against Iran began is not the result of lone wolf attacks but a coordinated campaign by the Iranian state and its shadowy proxy on foreign soil as retribution for the war against the American-Israeli war against the Iranian regime.
As Iran continues to target Israeli, Jewish, and American institutions around the world, it is imperative that the threat to national security posed by Iran and its proxy groups is taken seriously by every Western state. No one knows where the next targeted attack by an Iranian proxy might take place.
