Reuters notes the EU’s motive for suspending electrical payments, leaving large sections of Gaza without electricity:
EU officials said the bloc suspended the payments after it received information that Hamas was planning to introduce taxes on electricity bills.
It’s only called collective punishment when Israel withholds the goods.
